The typical professional roof replacement in Pennsylvania costs about $12,110, with most jobs running from $7,450 to $18,600. That is above the $11,450 national median, since the Middle Atlantic division (Pennsylvania, New York and New Jersey) reported higher prices than the country as a whole in the 2023 American Housing Survey. Within that division, though, Pennsylvania is the bargain. BLS measured a mean of $27.15 an hour for Pennsylvania roofers in May 2025, under the $27.95 national mean and well under New Jersey at $35.76 and New York at $33.34. With labor scaled to those wages, a typical Pennsylvania roof comes in about $850 below the New Jersey estimate. On weather, FEMA's National Risk Index gives Pennsylvania a winter weather score that ranks 2nd among the states, rated Very High, while hurricanes produce the largest expected annual dollar losses to buildings.
The cheapest roof in the Middle Atlantic
Three states share one regional price level in the American Housing Survey, and Pennsylvania pays its roofers the least of them. At $27.15 an hour, the Pennsylvania mean is $8.61 below New Jersey's and $6.19 below New York's. Because the method applies state wages only to the labor share of the job, the estimate here lands at $12,110, against $12,960 across the Delaware. Ohio, in a different division with its own price level, comes to $11,080 even though its roofers earn $26.76, close to the Pennsylvania figure. Maryland pays $29.63.
A statewide mean hides the spread between Philadelphia or Pittsburgh crews and rural ones. Use the range as a reference point and expect metro bids nearer its upper half.
Winter scores high, hurricanes cost the most
In the FEMA National Risk Index (December 2025), Pennsylvania's winter weather score of 98.2 is one of the highest in the country, though the expected annual loss to buildings is about $6 million. The largest dollar figure comes from hurricanes, at $143 million, rated Relatively Moderate. Tornadoes add $84 million, strong wind $30 million, rated Relatively High, and ice storms $8 million. Hail is Relatively Low and wildfire Very Low.
That points the bid toward ice and water membrane at the eaves and valleys, adequate attic ventilation, and secure fastening at the edges for wind. Ask where each appears in the quote, and whether the price assumes one layer of old shingles or two; a second layer on an older Pennsylvania house adds tear-off hours and disposal weight.
Pennsylvania's Uniform Construction Code

On a house of 3,000 to 3,999 sq ft, the Pennsylvania estimate is $16,950, with the middle half of jobs between $12,110 and $23,250; on 1,000 to 1,499 sq ft, about $10,410. Row homes and twins fall outside the detached-house base of the survey, so their prices may not follow this range.
